Almost two hundred penalties were issued to drivers ignoring ‘Keep Clear’ restrictions outside schools across North East Lincolnshire in the summer.
The newly released data comes as North East Lincolnshire Council continues its rollout of CCTV outside schools to catch and deter parking perpetrators. There are now twelve schools with cameras.
A council spokesperson said school staff say the enforcement is working, and it is confident the scheme is a success in school gate areas safer for children and young people. In total, 188 penalty charge notices (PCNs) were processed between July and September for motorists stopping on the school keep clear markings. This is a drop on the previous three months, when 236 were issued.
At Welholme Academy, Grimsby, the number of PCNs issued compared to the same time in 2023 dramatically fell. There were 278 PCNs issued alone for outside this school in July to September 2023, dropping by 66 per cent to 95 in the same quarter in 2024.
A North East Lincolnshire Council spokesperson said: “School staff inform us that these measures are working; they are deterring some parents from parking outside of school gates.
“The aim of these measures is to make school gates safer for children and young people. With a reduction in the number of parents parking on the ‘keep clear’ markings, we are confident this is being achieved.” Three schools got CCTV enforcement installed in the autumn – Macaulay Primary Academy, Ormiston South Parade Academy, and Lisle Marsden C Of E Primary Academy.

Commenting on this, the spokesperson added: “We are also pleased to introduce cameras to these three new schools across the borough and hope that we can make these areas safer for children making their way to school.” Two more schools have just had CCTV installed – Reynolds Academy in Cleethorpes, and Great Coates Academy.
Overall, there are now a dozen schools with CCTV enforcement of ‘Keep Clear’ markings. Their locations are as follows:

The installation of CCTV enforcement at the new primaries being built in Waltham and Scartho is also being looked into by the council.
The scheme works with warnings issued to motorists the first two weeks the CCTV is in operation outside a school. After that fortnight, PCNs are then issued. The penalty is £70, reduced to £35 if paid within 14 days.
