Plans to create homes for vulnerable young people in Truro and 100 affordable homes in Launceston are among the latest planning applications submitted to Cornwall Council.
Every week more than 100 applications are validated by Cornwall Council and we have selected some of the more interesting proposals. All planning applications submitted to the council have to be validated and are available for inspection by the public. Anyone is also allowed to submit comments about the applications – whether in support or objection.
The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees. No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council’s website.
Units for homeless young people near Waitrose store
Cornwall Council wants to site ten modular homes near the Waitrose store in Truro to provide accommodation for vulnerable young people who would otherwise be homeless or threatened with homelessness and need support.
Kendall Kingscott has been appointed by Arcadis to prepare and submit a planning application on behalf of the council for the installation of the one-bedroom SoloHaus units on land near Truro Cattle Market and the Tregurra park and ride on Newquay Road in the city.
The homes would be for young adults, aged between 18 and 25, transitioning from children’s services and may include those leaving care. As well as the modular homes – similar to homeless pods seen at various sites throughout Cornwall – there would be a residents hub and management office, plant rooms to heat the units and any required landscaping work.
A previous scheme was commented on at a pre-app stage, but the site layout was determined to not be suitable. Kendall Kingscott has re-imagined the site and developed a sensitive response to the local concept which creates a community feel on the site, according to a planning report.
The report states: “As a result of Cornwall Council’s commitment to reduce homelessness in response to the Government’s ‘Everyone In’ directive, Cornwall Council and Cornwall Housing have provided development sites for high quality modular sleeper accommodation for young persons in several main towns in Cornwall, of which this project forms one. The project will be fully building regulations compliant and seek full planning permission.
“The site for the Young Persons Scheme is located on the land adjacent to Tregurra Lane and Newquay Road, Truro. Close to the site are the Truro park and ride, a large Waitrose, a housing estate to the east and further residential areas to the south and west. The site position allows for good public transport into Truro city centre and benefits from a nearby large car park which reduces the need for parking on the site.”

Possibility of 100 new affordable homes
Pre-application advice is being sought by developer Lovell for a residential development of 100 new affordable homes, including associated infrastructure, on land near Kestle Close, Launceston.
The 3.7-hectare site comprises two separate fields to the west of Launceston and directly to the north of a recent housing development at Chapel Gate. Vehicular, cycle and pedestrian access would be provided at the eastern boundary via Long Meadow. An area of public open space would also be provided in the south west corner of the site.
Existing hedgerows bordering the site would be retained although some loss would occur to link the two existing fields.

Bid to install 32 holiday lodges and caravans at tourist park
Sun Haven Holiday Park at Mawgan Porth, near Newquay, has submitted a pre-application request for 32 new lodges and caravans with associated landscaping and infrastructure.
There are currently a total of 106 static caravans throughout the entirety of the holiday park, 30 of which are currently subject to an appeal. The field subject to the pre-app request is situated to the east of the existing holiday park.
Of the 32 units, 14 are proposed to be static caravans and the remaining 18 are to be lodge units. The site does not lie within a nationally designated landscape. The Cornwall Area of Outstanding Beauty (AONB) lies approximately 2km to the north of the application site. The site is, however, located within the Watergate and Lanherne Area of Great Landscape Value.

Over 100 solar panels on supermarket roof
Pengelly’s of Porthleven supermarket has applied to install 126 photovoltaic panels to its roof near the Harbour Head in the town. The modules would be wired back to inverters located on or within the building, providing energy to the site.
