Council uses CCTV to track down and fine person who dropped cigarette butt

A Derbyshire council used CCTV footage to trace a resident after they dropped a cigarette butt on a public footpath. In total, two Derbyshire residents have landed themselves in hot water after being spotted throwing a cigarette butt on the floor, prompting North East Derbyshire District Council to remind locals of its “zero-tolerance” policy on littering.

One of the incidents took place on a public footpath in Killamarsh on December 9. The council’s enforcement team identified the offender via CCTV and issued them with a £100 fixed penalty notice.

The other involved a Stretton resident who was spotted discarding his cigarette end on the ground next to his vehicle in a Clay Cross supermarket car park. Two officers witnessed Christopher Barnes carrying out the act while they were undertaking food hygiene visits in the area.

Barnes was offered the opportunity to pay a £150 fixed penalty notice (reduced to £100 if paid within 10 days) to prevent the matter from going to court but no payment was received. The matter was therefore dealt with by Southern Derbyshire Magistrates’ Court in December 2024, where Barnes received a £87 fine, a £34 victim surcharge and was ordered to pay £100 in costs.

North East Derbyshire District Council cabinet member for environmental services, Steve Pickering, said, “We are passionate about keeping our district clean and tidy and those who aren’t responsible enough to do so by littering will face the consequences of their actions.

“We are proud of North East Derbyshire District Council and the work we do to keep it clean and tidy and our enforcement team who are here to encourage everyone to act responsibly.”
