Middlesbrough Council planning officers have granted permission ‘with conditions’ for the former Linthorpe Assembly Rooms.
The planning application description sets out the proposed change of use of the first and second floor to “studio accommodation with part ground floor modification for access with associated external modifications”. The building is situated in Linthorpe village in Middlesbrough.
The council’s delegated report details that the three storey building is located on a corner plot at the junction of Linthorpe Road and Stonehouse Street. It states: “The building is located within Linthorpe village local centre and has been historically converted to provide commercial units on the ground floor and a mixed use providing residential accommodation and community facilities (including a dance school) on the first and second floors.”
The delegated report also details how the ground floor is currently a bookmakers which will remain unchanged as it is not included in the proposed development. There is also currently a pub/restaurant, with proposals for a future pub/restaurant featuring as part of the delegated report.
On the first floor, there is currently a bar and the assembly room hall, the latter featuring double roof height space, along with three self-contained flats. Meanwhile, the second floor currently houses commercial studio space and three self-contained flats. The first and second floors will be transformed into “10 self-contained flats and the retention of the existing six studio flats on the second floor.”
There will also be external alterations to the building, including new windows as well as the “installation of the original arched window detail on the second floor which has been historically bricked up”. The application sets out that at the moment, there are nine full-time and 18 part-time members of staff.
The proposed number of employees include one full-time and five part-time. Plans state that there will be new/altered pedestrian access to the road. There are currently five cycle spaces and it is proposed that there will be an additional 10.
There were 23 original neighbour consultations with zero responses. The approval notice details conditions that still need to be completed.
One of the conditions that still needs to be met before work can commence include the requirement to submit the details of covered and secure cycle parking. The designs need to show the position and materials that will be used.
The approval notice also said: “The development hereby approved shall not be commenced until a detailed method of works statement has been submitted to and approved in writing by the Local Planning Authority”.
