Trader accused of unfair trading charges over work at three people’s homes

A trader is to appear in court accused of failing to complete work at the homes of three people and providing “unintelligible” receipts.

Peter Considine, 40, faces five charges under unfair trading regulations in a prosecution brought by Stockton Council. The alleged offences cover three complainants in the Stockton area and span a eight-month period between July 2023 and March 2024.

Three of the charges allege he failed to “adequately undertake and complete agreed work”, at the homes of three people. The prosecution say as a trader he “knowingly or recklessly engaged in a commercial practice which contravened the requirements of professional diligence” which “was likely to materially distort the economic behaviour of the average consumer” under the Consumer Protection from Unfair Trading Regulations 2008.

In one case, it is alleged he made a “misleading omission” by giving costings for the work and providing receipts which were “unclear, unintelligible and ambiguous”. He is also accused of a “misleading action containing false information”, giving the same person “untruthful” information that they would be given a £1,400 refund.

He came to court on Tuesday (January 7) but the case could not be heard due to lack of court time. No pleas have yet been taken on the charges.

Considine, or Morville Court, Ingleby Barwick, is on bail until a rearranged court appearance on February 4.
